It is an absolute honor to stand here and celebrate someone whose heart, passion and dedication have truly made a difference. It has been a privilege to have been able to not only work closely with her but to also learn so much from her.

In a world that often moves too fast, she reminds us of what truly matters and that is community, culture and family. Through her tireless work she has built bridges by connecting people, uplifting others and preserving the beauty of the Spanish heritage.

Her leadership in our community has inspired countless others to give back, to lend a hand and to take pride in their accomplishments. Whether it is planning events, organizing a family activity or highlighting any culture in the community, she brings her warmth, compassion and strengths in everything she does.

But beyond all of her accomplishments, what stands out the most is her heart and the way she treats everyone like family.

I am giving this award to Yvette not only for what she has done but for who she is and that she reminds us every day that if we all care for our community, take pride in our culture and cherish our families like she does, this world would be stronger and kinder.

We would like to recognize Mindy Merrell for her hard work and dedication to the youth and families of our community.

Mindy works tirelessly to increase the protective factors for the students of Uintah County and is an advocate for implementing prevention science into our school system.

Mindy was instrumental in bringing the SHARP survey back to the Uintah School District and in bringing the teen center to Uintah High School.

She has regularly attended PAC for many years and has made a significant contribution to the prevention efforts in our community.

We are grateful to have her as a member of the coalition.

We present this award to December Hatch in recognition of her dedication as a member of the Prevention Advisory Coalition and her ongoing commitment to helping others in our community. She serves as the Service Coordinator for the StepOne program at Ashley Regional Medical Center. December and her husband, John, are the founders of the Be the Light Recovery Foundation, where she currently serves as the director.

December is deeply involved in the community and wears many hats. I have known her for several years now, and from the moment I met her, it was clear how much she loves people and how passionate she is about supporting others—especially in recovery work. If you know December, you know she can be a bit of a spitfire. But that fire burns bright and is a beacon of hope to those whom she serves. She approaches life with enthusiasm and a brilliant, beaming smile.

It is a pleasure to have her as part of PAC and to learn from her knowledge and insight. Her involvement provides a much‑needed bridge between prevention and recovery services.

Preston Kadleck is recognized for his incredible leadership – and for being a true champion of fun with a purpose – as Board Chair of the Roosevelt City Arts, Parks, and Recreation Board. His willingness to collaborate has been a huge asset to out Prevention Advisory Coalition, helping bring community events to life where families can laugh, connect, and make lasting memories. Whether he’s planning events or sharing his passion for disc golf, Preston knows how to bring people together in ways that strengthen connection and community. These moments are more than just fun – they build powerful protective factors that help prevent substance use and other problem behaviors. Preston’s energy, creativity, and heart for the community make a lasting impact, and we are so grateful for all he does. He is truly appreciated!
