We are local community members that includes parents, teachers, law enforcement, local businesses, religious leaders, health providers and other community activists with the united goal of preventing substance misuse. Our mission is to educate, advocate, and support our community in preventing substance use and promoting healthy lifestyles through collaboration and coordinated local resources.
We strive to prevent substance use and improve mental health for our youth by reducing risk factors and increasing protective factors through evidence-based programs and strategies, while providing access to prevention tools and resources to all members of our community.
Principal Shauna Ross of Myton Elementary School in Roosevelt, Utah, has been recognized for her leadership in reducing chronic absenteeism. She was presented with an award through the PAC Coalition for her hard work and achievements in increasing the attendance rate by 14% over the 2024-2025 school year. This has helped them soar to ranking 1st in the district for both attendanc3e and academic achievements which prior they were in the bottom 10%. They are also now 22nd out of 335 Title one schools and 139 out of 971 in all of Utah. This is a huge accomplishment that shows Principle Shauna Ross dedication and commitment for her staff and students. Award given by PAC Union Chairperson, Achell Fowler.

We use the Communities that Care (CTC) framework to guide our coalition structure and processes. Using prevention science, CTC promotes healthy youth development, improves youth outcomes, and reduces problem behaviors.
We hold monthly coalition meetings at the Vernal and Roosevelt Northeastern Counseling Center offices.
